Proclamation No. 589 declaring Monday, 15 October 2018 and Friday, 26 October 2018, as a Special (Non-Working) Day in the City of Angeles, Province of Pampanga, marks the opening day of the Kuliat Festival (Fiestang Kuliat) and the Tigtigan Terakan Keng Dalan, a festival which symbolizes the resilience of the people during the Mt. Pinatubo eruption, respectively.
